It would be best if that coalition could act with full Security Council support; but it can, if necessary, succeed without it.

I think, when push comes to shove, the Euros will cave. They cannot afford to have us go into Iraq over their opposition. It would be the end of them having any influence, show their weakness, and put the UN down to nothing on the World scene.
