I say that because I've got no reason to think that "people" (human simian-related animals) exist anywhere but Earth. I generally don't think things exist when I don't have some evidence for their existence. To wit, there are practical questions:

How old do you look outside time and space?
How do you see outside time and space?
Are there photons outside time and space?
Can I breathe the air?
Do you have e. coli?
Will I still eat?
Does my heart beat?
Can God own a Rolex?

Last time I checked, all these things reflect the products of cellular processes at work, and there is no reason to think that being "outside time and space" makes any allowance for them, nor would it have any requisite need for them. People without cellular process are people?

If you mean time and space as I know it, then the answer is pretty clear : "No, except in a domain called the imaginary - aka "mind", where anything is possible."

Final point: Everything evolves, even God. God was once a God without people and he had to wait for people to get his Rolex.
