What does willingly have to do with it?

The parent has a responsibility to the child that the rest of the world does not. Sometimes when the parent is unable or unwilling to meet that responsibility other people step up to meet it. But it is the parents responsibility to meet it until they can find someone willing and able to take it over. They have in effect met their responsibility by having someone else, usually more able to handle it, take over.
