Anyone know how infrastructure royalties are accrued?

Motorola commented that much of the infrastructure for the China Unicom 1x contract had been shipped during the 4th quarter. I didnt listen to Lucent's call, but it seems like they had a pretty good quarter driven by their mobile systems division.

Does Qualcomm try and estimate infrastructure royalties (like they do handsets) or do they accrue them as they are actually reported? If the latter, I would assume that we could see some impact from increased infrastructure royalties during the next quarter.
