You nailed it.
Except JLA used the term a few times over the course of a few days, any of which could have been commented on or challenged by his accuser. She didn't, opting instead to sneak up on him and secretly convince the unwitting SI admins of his intent, and then hide her involvement while sitting back watching everyone else be accused.
