The US policy is to use mercenary states for various purposes, including when necessary providing funds and training, such as with the Paki/Afghans/Saudi/Yemenite soldiers, in terrorist techniques.
Chomsky goes into this, and while I disagree w. him on a number of things, he's right on target about that.

As you would have to agree, the Afghani terrorists were a military operation against Russia, well funded and well planned, by the US. Casey even wanted to go over the border and invade Russian terroritory. This was a military and political goal, using terrorist, i.e. "asymmetric" techniques, and killing civilians where it'll cause political damage. But it was state-organized, not some wacky character in the desert.
The issue is whether that funding and planning ever stopped. The intel groups of course say, "sure it did, what happened was just a mistake, honest, if you don't believe us, just ask us." |
