How do you read the French and German moves?

I think they are saying that the US is weakened and they see an opportunity to strengthen the EU. I saw an article earlier today, another disappearing NYTimes article, that claimed Putin was joining the French / German non-support team. Putin doesn't fart in the morning if he hasn't cut a good deal. So, who is bargaining with him? Any chance their start making a claim for the common interests in Iraq? Nato is on sick leave today. The tectonic plates are shifting. Or are they?
