Never said he wasn't. Ho was also a pro Viet Nam and as such had a degree of hostility towards China which was far more deeply rooted than communism(>1000 years of history contra 40-50 years of communism). By not recognizing this aspect of the political situation the US government made a serious foreign policy error.

As for a difference, I think that >50,000 US dead and >2,000,000 Vietnamese dead are a difference.
Anyway the experiment can't be performed so it's just speculation.
