Generally, that is correct, but as Michael pointed out, there is probably limited shorting possible on SYQT since it is too cheap to be marginable. I don't think we can infer much from the low short numbers at this point. While their being low probably isn't really significantly positive, if they were high, it would definitely reflect a pessimistic view. What's more significant at this point, is volume/liquidity, which continues at a healthy pace without adverse effect on stock price. As I said in my previous post, I believe the earnings will be pretty much anti-climactic and the stock will slump after earnings, in the absence of other announcements.
