I guess the standard definition of float is the number of registered shares that can be freely traded. Thus shares held by insiders and controlling shareholders that can only be sold under Rule 144 etc. are not included. Shares held by institutions would normally be included.

That said, I have no great confidence that the float numbers at Yahoo etc. show are correct.

A long time back I posted a list of all the biotechs showing short interest as a percentage of shares outstanding. I had to do a little work in Excel to produce it.
