You are discounting credible theories such as LIHOP (Let it happen on purpose) regarding 9/11. As well as the deaths of several thousand in Afghanistan and Palestine that decent and moral policies would have prevented.

However, in the realm of wholesale murder, you are technically correct.

To update Stalin's famous dictum -- A few thousand dead is a tragedy, a million deaths is a statistic. I believe Bush has aspirations for a more mathematical legacy.
