Nice fuel efficent cars already exist, look at the Jetta TDI, gets almost 50MPG... I have a friend that just bought one and he says over 750miles on a tank...

As far as mileage when I owned my SUV, don't ask, I check once and that was enough for me not to ever check again. But we also had remote starter that left ours running idle for periods of time.
