Actually, I am rather encouraged. The world is learning some salutary lessons; we are slowly, painfully, realizing that everyone in the Global Village must be included; there is no Other who can be left as an Out-Law.

Up till now, here's how International Law has been used: Whoever won the last war, writes the Rules (often after the fact). Then they hold ShowTrials, to demonize their defeated enemies. Then they write school textbooks, with prominent mention of how the OtherGuys BrokeTheRules, to make sure the next generation never gets confused about who the GoodGuys are.

Any change in this pattern, is an improvement.
