As of the October 2002 edition of the 'Wireless Evolution Insider' reprinted on the GSM Association's "GSM World" web site:

And this is at least a quarter behind. Regarding Mobile, they're now commercial in over 30 provinces, though not particularly happy. As Ramsey noted from a China piece, they don't think they will recoup their investment.

The overwhelming majority of subs - especially in high population regions - are covered.
