Creating a foreign "enemy" like Saddam works to fool the bulk of underinformed citizens who don't care to spend the time and effort to actually learn what they need to know in order to effectively participate in a democracy. The Bushistas are simply taking advantage of the natural sloth and laziness of the common man. The use of a bogeyman is very effective with a populace that acts as a herd with an instinct to fear outsiders. Propaganda 101.
