Where does Reliance fit into your definitions? From my understanding Reliance is to offer services that serve specific circles (fairly large areas) and a phone issued to a subscriber in that circle could be used anywhere in that circle. It is my understand that a circle is not “a very small geographic area, say a small town or part of a city.” Do I have this all wrong??

First of all, WLL is not a new technology, it is a self imposed limitation on cellular technology in order to create a new product that doesn't compete directly/completely with cellular. At least as far as I can tell.

Second, the limitations put onto a system to make it WLL are technically at the hands of the operator and politically at the hands of regulators. Traditionally (if such a term can be applied to something as new as WLL) the limit for WLL is one cell tower, i.e., no handoffs between cells. Technically, however, a more liberal limitation could be applied which yields larger, but still limited service areas.

Your post reminded me of comments to the effect that service was available within a circle. I had originally taken that to mean that within the circle one could buy the service, but not that it meant that you could use your WLL phone anywhere within the circle.

Your interpretation might be correct. Reliance would certainly like to be allowed by its regulators to implement the broadest interpretation of WLL limitations they can get. If they could, they'd go all the way to no limitations and have full cellular, but that's not likely to happen for a while.
