Ahh, the fear factor. Better to bury ones head in the sand then to act, if in the course of acting, your enemies may rise up against you. As if they'll just stay dormant and never attack if we go idly by. Look at Israel, they backed off of Lebanon and the Palestinians believed and even now believe that if you push the west hard enough they'll cave in because they fear death.

People who let their fear of action, control their destiny are failed to become the greatest allies of those evil doer's who look to that weakness as a sign of victory.

Now is not the time for Chamberlains, we need Churchill's, and Roosevelts on our side, while looking for Sadat's on the other side.
