The most progressive tax would be a flat tax on consumption.

You consume it, you pay for the public infrastructure that made it be.

All others taxing schemes are game playing.

The lowest paid are those whose skills are not valued highly. The highest paid are those whose skills are valued highly.

I think a person who creates a company that employs people are highly paid people who are helping many more than themselves.

If the some total of salaries paid to others is greater than the amount paid themselves, then they are helping others more than they are helping themselves.
