Presidents make these decisions on the basis of data handed them by a subordinate; and there could well be more qualified persons. However, Bush is not a chickensh*t and when he is showing the stuff he is made of. When he makes an appointment he isn't going to cut and run when the candidate is qualified, and he is making a point that the Republicans are not going to tolerate the borking of candidates by liberals any longer.

It is an exceptionally strong position for him to take, and frankly, reminds of an incident involving Teddy Roosevelt. Roosevelt appointed a black postmaster (in Mississippi, I think), and the townspeople revolted, eventually forcing her to quit and running her out of town. Roosevelt responded to the injustice by reinstating her with a full pension, closing the local post office, and making the townspeople go 20 miles to the nearest town to get their mail. Justice. It is sweet.

I think Bush wants Justice for the democrats' mistreatment of Pickering.
