FCC officials are the least likely to admit they sold off licenses to an openly inexperienced group of individuals and there is a possibility that the licensing strategy used will not only fail the FCC, the American people, but also damage alot of individuals who bid on this spectrum with false hopes supported by the FCC. As we all know, FCC received quite a bit of negative publicity after the IVDS auctioning. The following item from Business Week, August 4, 1997, page 45 better illustrates (IMO) the state of the current IVDS industry. Although it doesn't specify names, license types, and states an amount that is far greater than the IVDS licensing created (I think) I'm sure many of the IVDS licenses are included in this figure.

"WIRELESS...AND PENNILESS

The Federal Communications Commission is scrambling to prevent the default of up to $9 billion pledged by fledgling wireless telecommunications operators in government-sponsored spectrum auctions last year. On July 22, the agency set up a task force headed by staffer Jon Garcia to recommend solutions to commissioners this fall. One option: restructure the bidders' financing arrangements by stretching out quarterly payments to annual ones."

Phil, maybe you could talk to the FCC IVDS expert again and see what areas of wireless this possibility of default encompasses.
