What fields are these students in? I'm familiar really with science and economics. I would be hard put to think of anyone who actually paid tuition for a PhD from their own pocket. I guess a lot more masters students are paying tuition.

I certainly came to the US originally to study to get funding. Without that driver I would have likely stayed in Britain. Traditionally Britain was generous to undergrad students rather than grad students (I did do a masters degree there but not undergrad). The balance there has changed a lot recently.
