January 25, 2003 -- WASHINGTON - The chief U.N. nuclear inspector is set to give Iraq a "B" grade for its good cooperation, while the White House signaled yesterday it might give inspectors more time to placate France, Germany and Russia.
"Their report card will be a ‘B' - quite satisfactory," International Atomic Energy Agency spokesman Mark Gwozdecky said yesterday, although he later modified his comment by saying the inspectors wouldn't actually give a grade in their U.N. report on Monday.

President Bush, who addresses a national TV audience on Tuesday in his State of the Union speech, is expected to prepare Americans for the prospect of war.

Bush will "talk about the direct nature and threat that the Iraqi regime poses due to the massive piles of weapons of mass destruction it currently possesses," White House spokesman Dan Bartlett said.

Bush is expected to make a decision about war with Iraq in the next few weeks, officials said, and during that time, he'll talk with allies - while letting inspections go on.
