Anthrax spores can't survive in the light of day, smallpox virus delivered that way would not be viable either.

Not true.
Not even close.

The CDC's best theory is that the woman who contracted Anthrax in Connecticut (and died) was exposed to airborne spores released in NJ.

The Army has conducted tests that proved Anthrax can travel 600+ miles in the air and remain infectious.

Smallpox is trickier and I do not wish to discuss stuff I am not sure is in the public domain...But Smallpox Has often spread through the air. In one briefing I attended last year an MD and research scientist at Ft Detrich described one simple scenario demonstrating how Smallpox could very easily be distributed to every major city in the USA within a matter of hours.
