From the Commission report you just posted:

After a decrease over the past years, the average revenue per user (ARPU) has stabilised at about €30 per month.

In the US the ARPU is much higher, closer to $60 than $30. Also, I've been led to believe that calling charges in the EU are higher than here. Combining them, then usage would be much lower.

This doesn't square well with numerous reports of Europeans being wedded to their mobiles. Any idea where the disconnect is here?
