No it's not UW. It's to get the oil. That's why the first priority is to protect the oil fields. It's also why Saddam is being offered a wealthy retirement in a town of his choice [say, Libya, or Syria or somewhere which will have him]. All he has to do is give up and he's okay. He won't even be charged with any crimes as part of the deal.
The mission isn't to get Saddam. It's primarily to get the oil, remove Saddam or new guy [such as nightmare Uday] as a threat, get the production up, then put the squeeze on Saudi Arabia to sort out the Moslem terrorists and Islamic head-hacking training schools. Once Iraqi oil is flowing nicely to the USA [and rest of world], Saudi production could go off-line and the USA would be fine. That enables pressure to be brought to bear.
Then, Libya might like to tidy up their act too. Oh, Iran was in the Axis of Evil. They might like to tidy up their act too. After that, North Korea can be integrated with South Korea, as Taiwan is joining gradually with China [first direct commercial flight today - or yesterday].
Then, the United States of Freedom [aka reconstituted UN] can really make progress.
That's the game plan. It's not just Saddam. He, and Osama, are almost irrelevant.
