Brian, This tells me that you are maninly a buyer on Ebay.
Buy it now shortens the auction and can be useful with a high starting bid.
The simple thing would be to give the seller a choice of having a 5 minute bid free period at the end or haveing a set time for the auction to end.

All sellers hate sniping as it lowers their final selling price no matter how craftily they set it up. All sellers would opt for the 5 minutes variable delay at the end.

Snipers like it because it allows them to get an item cheaper than they would otherwise.

If every bidder used his proxy and bid his personal max, then sniping would be useless, as the sniper could just as well insert his max proxy early on and let them duke it out, and then come back the next day to see what he had won.

Too many people fail to use the proxy system, they wait and watch to see if their bid gets beat...waiting there to place a larger bid if that happens....they get sniped and we know they should have bid their max....but people simply do not bid their max in a proxy.....they do it half way and wait to see if they will get it. Setting a high proxy takes away the bargain feeling from it.

I am an experienced buyer and seller, and I want to snipe when I buy and I do not want snipers when I sell.

I want to snipe to buy it for less and save money. I also want a life-like end period where people can see the bid and then decide to beat it....just as in real life.
