Analyze it /Identify requirements
Innovate / Improve
Control

It is known by its initials DMAIC or DMAI2C. It is not a reactive methodology and there is nothing magical about it other than it embodies good science. I wouldn't jump to the 50 models until we Defined (most important) and Analyzed it. We don't "endorse" until we see improvement and can control it. You basically use SPC (Statistical Process Controls) to ensure that the process functions are working.

Government by SPC?? Not while the lobbies have anything to say about it.

Your expectations of glib answers is indicative of the problem. People love to DO things when they should be trying to UNDERSTAND and DOCUMENT things. This methodology (actually out of MOT) is now gaining acceptance in industry and represents a change to the way things were done (by "experience" that was for the most part undocumented, unproven and unjustified).
