The Al Qaeda presence in the Kurdish area in the north is weak since I assumed Saddam has no control in the north.

I don't know if you have followed the story, but the Kurds have been fighting pitched battles in Northeast Iraq with Ansar al Islam recently. The Kurds are trying to tell anybody who will listen that Ansar takes orders from Iraqi intelligence. As Safire says, the CIA hasn't been interested in listening. Who knows what the real story is, but the connection is neither implausible nor far-fetched imo.
