I read an article a few weeks ago in WSJ talking about the extension of payments, and how even the larger bidders like NextWave made huge bids without having financing secured for subsequent lease payments and buildout. As far as comparisons to IVDS auctions, PCS bidders paid valuations upwards of $90-100 per/POP (i.e. per person), where Wincom acquired licenses for about $1.50 per/POP. Also don't forget that in addition to IVDS licenses, Wincom also licensed MMDS (Multichannel Multipoint Distribution Service, i.e. Wireless Cable) spectrum, covering approximately 16,000,000, and a handful of Low Power Television (LPTV) licenses covering approximately 5,000,000 in population.
