One problem in LA was that they did not have good training on controlling unruly perps in non lethal ways.
They had used chokeholds but there was a big protest against them so they switched to beating. That helped
lead to the Rodney King situation. Its too bad that cops can't have something like a Star Trek phasor set to
stun...


That was part of the problem; however, there was more to it. At the time of the beating, the police chief and the Mayor did not get along....the mayor was black and the police chief was white. The beatings only proved to worsen their relationship. I believe the mayor at one time had been a police chief himself and they didn't agree on how the dept should be run. Under this police chief, there had been many accusations of police brutality leveled against the department and considerable talk of racism which was true to some degree.

The animosity continued to build between the two and when the police officers who did the R. King beatings were acquitted, race riots broke out. The police chief and the mayor had reached a point where they literally were not speaking to each other and the police chief refused to send his men into the riot area. As a consequence, a number of people were hurt badly ........a white truck driver was almost beaten to death. It was an ugly time.
