That is of course one explanation, although not the most plausible one. Your view needs ALL European leaders to be chicken at the same time, and also says the same about the majority of Europeans who oppose the US' invasion of Iraq.

Another explanations that I find better explain the situation are that:
(1) Europe is more secular than the US at this point in time, and hence the rhetoric of "good against evil", "right thing to do", etc sound like a lot of hogwash to European countries, who want PROOF that there is danger on the horizon.
(2) Europe is more reverent to international law and customs, which protect the sovereignty of a country against unprovoked invasions based on flimsy arguments of some prospective threat in some future.
(3) Europe has a bit more experience with war and related losses than the US, and would rather NOT inflict it on the people of Iraq unnecessarily.

Hey, what about this idea, Gadaffi got his UN chair as part of a deal to take Saddam into exile.

Err... Not sure about that :)

If Saddam goes into exile, all of Bush's tough talking will have been worth it, don't you agree.

I don't think Bush will back down from here no matter what. There will be a war. Bush has invested too much of his political capital in this to back off.
