Yes, it would be much better to have security counsel support but going alone is still preferable to the alternative imo. Having said this, a UN consensus will take a few weeks to build and in the end all will be onboard because this is just too important. Butler has been an iraq hawk. After the war, his agenda regarding proliferation is worth taking up. Amy Carter was right in 1976 about what the biggest issue facing the world would be. Anyone remember? mike
