The point is that one difference between TR and GW is that GW make more efforts to seek international approval then TR ever did or would have if he faced a similar situation.

I don't knoiw if what you say above is true as it relates to TR. However, I do know that Bush was very reluctant to go to the UN and went only after it was clear that's what the American public wanted. Granted he did go, but not as a matter of principle but rather as one of compliance.
