I don't disagree that an attitude can develop in an organization that adversely affects the entire organization (just look at Microsoft or the Internal Revenue Service).

However, the blame for the beating of Reginald Denny does not, I believe, belong on LAPD. It was a horrible, brutal act of rioting blacks, and I really can't see how you can blame LAPD for it.
