Humanitarian help is the assistance we give in school. I didn't get the feeling Bush was talking about that kind of assistance. The US has helped several countries that were not the better for it. I think of South America and I see our "help". And of course, we "helped" Cuba. Or maybe we just tried to help ourselves to Cuba. That didn't work out too well.
