Dear Police Commissioner Kelly:
This shall be a heartbreaking development for you and the Police Department. There is vast corruption at the Wall Street Police Substation which is situated at 104 Washington Street.
If you should have any doubts concerning the veracity of the information which I have stated in this missive, I have enclosed a copy of a missive addressed to the Honorable Richard Casey, dated 9 December 2001, certified mail 7099 3400 0005 1955. If I were to lie in this missive I would be in jail on the charge of committing perjury in federal court. The charges which I levy in this missive are horrific. I am not lying.
I am a whistle-blower. I appeared in the 26 April 1999 issue of Business Week in the cover story, Scandal On Wall Street. (Note: I no longer speak to Business Week because the author of this story, Gary Weiss, lied in a subsequent story and blamed the bankruptcy of Harbor Securities and the murders of two individuals, Al Chalem and Maier Lehman, on the Italian Mafia, when everyone knew that the murders were perpetrated by the Russian Mafia. There is a cover up of the bankruptcy of Harbor Securities and the two murders because of the close ties between Harbor Securities and the American Stock Exchange. But that is another story.
The true story is that women were raped by Robert VanCaneghan, a governor of the American Stock Exchange. Richard Mondarine, an AMEX supervisor forced African-American and Latino women to perform oral sex and other sexual acts upon him in order to maintain their employment. These rapes by VanCaneghan and Mondarine occurred during Arthur Levitt's tenure at the AMEX and have been covered up. This is my motivation for exposing these crimes.
On 10 October 2000 I was visited by a detective who identified himself as Detective Daniel Mahoney from Internal Affairs, Special Investigations Unit, Room 1206, One Police Plaza, New York, N Y 10036.
I explained to Detective Mahoney that the brass of the Wall Street Police Substation at 104 Washington Street, particularly Inspector O'Hare, had taken illegal bribes from the American Stock Exchange to have New York City Police Officers illegally harass me and illegally follow me. These police officers always wore plainclothes. Now, I did not make this up because two members of the American Stock Exchange Security (AMEX) staff, Security Director Paul Brancato and Ken Blitschke, told me that they were having the NYPD follow me. Blitschke would even tell me on numerous occasions that he was calling the police and lo and behold a police car would appear, Blitschke would walk over to the squad car; boldly point to me; and, speak to the police officers. (Please note that Edwin Crooks, a governor of the AMEX and Sal Sodano, Chairman of the AMEX had also boasted of this illegal arrangement.) Now, I have been told by the police that Inspector O'Hare and the other commanding officers were transferred immediately after I Detective Mahoney investigated my charges of corruption and illegal conduct. (This was not the first time that I had complained to Internal Affairs, I had written to Chief Campisi and the matter was covered up.)
Now to regress. I had written numerous missives to Inspector O'Hare concerning criminal activity at the American Stock Exchange, including the solicitation of my murder by Edwin Crooks, a governor of the American Stock Exchange. This was explained in a missive to O'Hare, dated 30 December 1999, certified mail Z 214 428 203. O'Hare informed the AMEX, which boasted to me that they were paying off the police, of the contents of my missives but never took any action concerning my missives. Furthermore, O'Hare permitted these threats and acts of harassment to continue.
Hard as this might be to believe in 1993 I was wired by the FBI (copy enclosed) and the FBI discovered that AMEX governors, Louis Miceli and Robert VanCaneghan, were laundering narcotics money from the Cayman Islands. The FBI also told me that Louis Miceli had smuggled cocaine aboard his boat , The Jaded Lady. Now I do not lie and the FBI mad this admission to other AMEX members. But Arthur Levitt, former Chairman of the SEC and former Chairman of the American Stock Exchange, managed to utilize his political influence to stop this investigation. That is background information.
On 16 May 2002, I wrote a missive, certified mail 7001 2510 0006 0414 1691, to the Commanding Officer of the Police Substation. (I have enclosed a copy of this missive.) In this missive I discuss Joseph Palmeri, an AMEX governor, and Palmeri's braggadocio concerning his boasts that he can beat me up. Palmeri has boasted to many people that he willfully covered up the rapes perpetrated by Robert VanCaneghan. Palmeri boasted to several AMEX members of his responsibility in covering up a series of rapes.
Regardless, the current commanding officer of the Wall Street Police Substation is passing along information to the AMEX concerning complaints which I have written to him and not taking any action. An investigation of this matter is warranted.
Another matter to be investigated concerns a missive, dated 18 March 2002, certified mail 7001 2510 0000 1169 7316, which I had written to Captain Richter, Commanding Officer of the License Division. In this missive I requested that Captain Richter take away the pistol permits to carry a gun from Paul Brancato and Ken Blitschke. This is mandated because these two individuals illegally had the NYPD follow and harass me. That is a violation of the law and it is sufficient reason to have their pistol permits rescinded. I have been informed that this has not occurred.
An investigation into this matter is required.
I wish to have an explanation for the misconduct of the Police Substation at 104 Washington Street.
I have also enclosed for your perusal a copy of a missive, addressed to Mr. James J. Schiro, Chief Executive Officer of PriceWaterhouseCoopers, dated 18 March 2002, certified mail 7001 2510 0000 1169 7316. In this missive I prove that Goldman Sachs is a RICO and should be charged as one. I also state that Goldman Sachs is covering up a write off in excess of $3 billion because Goldman did not listen to me.
Now I wish to explain to you that what is involved is not your usual corruption. This is corruption of a great magnitude. Eventually all shall be exposed, my attorney and I agree upon that.
Unfortunately the NYPD is in the middle of this.
Read my missive to Judge Casey, the horror when this is exposed shall overwhelm this country- and the world.
