That is exactly what the US is trying to prevent with this allergy to anyone else having nukes, of course.

No.

European countries see the US aggressively moving towards forceful domination of the world, carving itself a place above international treaties.

I have to say that I find the current level of hostility against America in Europe quite surprising. Never have I seen such ill will against the US in Europe, and I am talking about places like Paris and London with urban, west-European populations.

I look around me here, in arguably the richest and most "Western" part of Europe, and wonder what the sentiment is like in the parts of the world with significant Muslim populations...
