I doubt Lehrer or Russert would allow only pre-scripted questions. Have no idea what purpose Limbaugh would have for it... unless you mean he gets to hang up on callers or something.

In fact, Russert just refused to allow Hillary's managers to pre-approve his questions... Perhaps that was the playbook you meant to mention?
