I never thought there was a real dispute. This is the most leak free Administration in the post-War period, and suddenly there are all these leaks about internal squabbles? Pure good cop, bad cop. Can the diplomat get the cowboy to observe "process"? I never doubted that Bush would seek UN and congressional approval, and his willingness to engage in unilateral action practically ensured that he would get a hard line to mollify him.......
