No, she doesn't buy uncut. She is strictly in the wholesale to retail at extreme discount. Only certified diamonds.
This is a relatively little known (or considered) market however, a market where many expensive diamonds are sold to customers that demand quality, certification and trust in dealership, know their stones and refuse to be raped by storefront retailers. Because of a small overhead and the EXTREME markup in the stones, she is able to sell at a relatively modest price. And even though the stones are certified, she allows the customer to let any other dealer do an independent appraisal (as long as she accompanies the stone ;-)
An example of the markup; she wears a rock purchased at $7,600 which would sell at regular retail - approx. $27,000.
