In nuclear war there are always strong pressures to be the country that strikes first. We survived a generation of global nuclear terror by repudiating first strike use of nuclear weapons -- preemption. Now preemption is the cornerstone of our policy. What will we say when India preempts Pakistan with a twenty minute war that leaves tens of millions of people dead?
