If Powell goes to the UN with no new evidence and the UNSC votes against a war and Bush backs down - that will make America forget Watergate. The right will kill 'em and feed his body parts to the left. He would have to go to war hoping to find the evidence after the attack. That would cover his butt.

You've hit upon one of my worries. It is precisely this scenario that is about the most troubling. Bush goes because he's stuck his neck too far out. The problem is that, should he go without UNSC approval, one of the extant explanations for such a move will be precisely the scenario you paint. Whether it explains the move or not.
