That statement makes absolutly no sense, as dismanteling Saddams nuclear program was part of the peace treaty ending the war. Subsequently Saddams existing nuclear program was dismantled under UN auspices. However, it would be quite possible, in fact there are a lot of signs, Saddam is trying to rebuild his nuclear program.
