MAD is "mutually-assured-destruction". It means I will not preemptively blast you with nuclear weapons but I will respond to any attack by you wilh a complete and unrestrained counter-attack, knowing that we will both be completely destroyed in the process. It was the cornerstone of our defense policy until Bush changed it a few months back. Bush now says, "if we suspect you might have bad intentions against us, we will preemptively attack you". That is what we are doing in Iraq. That is why we need no proof -- we only need to "suspect" things to justify an attack.
