McCarthyism at its worst. If I was accused and convicted on such extrapolations, I would think I am living in 1935 Germany.

This isn't a court of law. The standard of evidence is not that of "proof beyond all reasonable doubt".

The nature of the tubes is such that it is very likely that they where bought in for the nuclear weapons program. Also even in their current use they may be a violation.
