and there is no clear target for it. North Korea has no ICBM's.

China and Russia have ICBMs. North Korea has missiles that could reach much of Asia and we need missile defenses to shoot them down if they are used and also NK is working on longer ranged missiles. Other countries are developing the technology as well. I imagine that should I live a full life there could well be dozens of countries with ICBMs or rockets that could be used as ICBMs (even if they where built as space launch vehicles) and dozens of more that would have the ability to make them if they really cared to.
