There was no official finding that Neil Bush suffered from any kind of "ethical disability." He paid the $50K fine, like the other outside directors did, and that was it. There were many outside consultants and auditors who worked on the Silverado filing and I'm sure more than a few had political opinions.

It was naivete, rather than lack of ethics, which got him into trouble there.
