Inspectors on the ground have said that the tubes are not suitable for nuke use.

This isn't correct. They've said the tubes would require "modification". The White House presented clear and convincing evidence yesterday as to their intended use for building nuclear weapons.

- Tubes were manufacturered to a much greater specification than required for rockets -- a spec that would be required only for building the centrifuge;
- Tubes were acquired under extreme secrecy;
- Tubes acquisision involved the highest levels of Iraqi government, which would NOT have been the case for some rocket components.

This is overwhelming evidence. That said, it doesn't matter. Iraq's possession of these tubes, REGARDLESS OF THE REASON, is a violation that would constitute a breach.
