The questions before us now are several: Does it make sense to deploy a National Missile Defense now, unilaterally, if the result could be to put America at greater risk? Do we have more time to work with allies and others to find a mutually acceptable, non-threatening way of proceeding? Have the threats to which we are responding been exaggerated, and are they more defined by politics than by genuine threat assessment and scientific fact? Have we sufficiently explored various technologies and architectures so that we are proceeding in the most thoughtful and effective way?

Good questions at the time, made entirely irrelevant by NK recent outburst. All of the liberals on the coast haven't raised one objection to the start of work on the SDI project several wks, ago. And you can bet GW will sell some to the Europeans if he rattles NK a little more. I will bet Kerry doesn't deride SDI more than once in the election.
