No one manufactured anything,
There were years and years of manufactured phony evidence beginning with Whitewater and continuing from Paula Jones full expense paid sham. After tens of millions of dollars and thousands of depositions all that could be shown was that Clinton was too honorable to kiss and tell. Maybe you should join OJ on the search for Vince Foster's murderer if you think nothing was made up.
